Enter the UTC offset in effect at that place and time (Japan 9; New York −4 in summer / −5 in winter; London 1 / 0). Picking a city with “Find a city” fills the offset for that date and time (daylight saving included) from about 34,000 GeoNames cities and the IANA tzdata history (what was entered is shown under the field; before 1970 the values are estimates). Latitude and longitude can be typed directly.

Numbers come from the same calculation as the other Observatory tools (JPL Horizons tables, Astronomy Engine). Orbs and zodiac follow Settings. Nothing you type leaves this device.
